Homemade lemon pancake syrup

I made lemon syrup which contains lemon juice & rind, sugar, butter ,milk and baking soda. I did a pressure bath in jars. It's normal to separate, even in fridge as it did in the jars. Will this keep or should I immediately pass to neighbors to use
